Gov. Ted Strickland promised to “move heaven and earth to create jobs in Ohio” Tuesday during his fourth State of the State speech that kicked off his campaign for re-election. “I will not rest until it’s done...”

...Later Tuesday, the Republican-led Senate approved funding half of Strickland’s $1 billion plan to renew the Third Frontier program. The program would give money to startup companies, university research and high-tech projects. The Ohio House must agree to the reduction before it can go before Ohio voters May 4...
