Ray Leach, the chief executive of the regional nonprofit JumpStart, will join America Online Inc. co-founder Steve Case and Yahoo! Inc. co-founder Jerry Yang on the National Advisory Council on Innovation and Entrepreneurship.

U.S. Commerce Secretary Gary Locke on Tuesday revealed the names of council members — including officials with top academic institutions — at an event in Ann Arbor, Mich.
